UNDERGROUND CONSTRUCTION – Deploying directional bore,
missile bore, trencher, rod bore, backhoe, plow and hand
dig techniques, and BSI places cables and conduits
safely and to customer specification.
We follow OSHA, NESC, SCTE, RUS, NFPA, NEC, ANSI, NETA
specifications, rules and regulations. We follow all
federal, state, and local codes and regulations. We
perform strict quality control on our projects.
An in-house fleet and equipment maintenance and repair
crew maintains our equipment and machinery, which
minimizes downtime caused by equipment malfunctions.
No project is too small or too large. When repairing
“active” systems, our construction crews deploy,
coordinate and work alongside our splicing and technical
crews to minimize the length of outages to our
customer’s plant facilities. BSI has placed hundreds of
miles of cables and conduits, usually at between 24” and
60” depth. We complete river bores, street and highway
bores, splice pits, concrete cuts, set transformers,
manholes, hand holes, asphalt cuts, and set pedestals
and power supplies. We utilize vacuum machine
technologies for pot holing, and perform our own locates
when digging on private property. We place all sizes of
conduits, and utilize HASP fiber blow machines as well
as assist wheels for pulling cable in conduit. For
safety, limiting trench-line restoration and to deliver
the best product for our client, our most common method
of cable or conduit installation is by horizontal
directional boring.
A few other jobsite assets include dozers, excavators,
graders, trenchers, plows and compactors.
AERIAL CONSTRUCTION - Performing Aerial Construction
Services for the Telecommunication Industry since 1992,
we are an industry leader. We utilize a large fleet and
have deployed aerial cable construction crews to many
states. We have completed overhead networks as large as
2000 miles in length. Our aerial crews are trained to
operate efficiently and safely, and are skilled pole
climbers.
In 1978, the company president started his cable career
as an aerial lineman hanging trunk in easements in Beech
Grove and Speedway Indiana.
All linemen are certified annually. We support their
efforts in the field with the latest tools and
technologies available. We supplement our in house team
with subcontractors as needed. Some of our aerial
subcontract team member companies have been contracting
from us for over 10 years.
To support our linemen, our fleet consists’ of 28’, 32’,
34’ and 40’ technician and cable placement bucket
trucks. BSI installs hundreds of miles of fiber optic
and coaxial cables each year. Our aerial crews double up
for difficult fiber runs with challenging underground
dips, rear easement pulls, and overhead crossings.
High visibility personal protective equipment (PPE) and
signage is always present, as is an ever present
presence of professional demeanor and clean appearance.
Safety is the number one priority.
FIBER SPLICING - Utilizing proven fusion fiber splicing,
termination and testing equipment with the latest
technologies, and utilizing professional and SCTE
splicing techniques, our fast deploying certified fiber
splicers are ready satisfy client fiber splicing and
testing objectives at a moment’s notice. We employ
in-house technicians that terminate fiber in mobile
fiber splicing labs. We carefully screen all
subcontractors. We have the capability to splice,
terminate and test fiber of every type and manufacture,
in any environment, for all applications, be it
emergency repairs, new construction, or scheduled
maintenance splicing. We terminate fiber for SCADA, LAN,
WAN, CATV, HFC, SMATV, Long-haul, Middle-mile, Backhaul,
FTTH, FTTP, FTTC, Video and Security networks. Our fiber
technicians are also cross-trained as coaxial cable
splicers.
For aerial fiber splicing, 37’ bucket trucks are
utilized to access fiber storage and enclosures.
We OTDR all fiber, and provide a complete fiber matrix
and testing regime as per each clients project
requirement.
RURAL BROADBAND/SMART GRID – We design and build
fiber-based networks that provide high-speed broadband
in rural areas. BSI is positioned to build last mile and
middle mile broadband networks for 2009 ARRA grant and
grant/loan awardees. BSI builds FTTP, FTTH, FTTC, HFC
networks, long haul and middle mile fiber. BSI is ready
to assist utilities in the coming deployments of
infrastructure to support distribution automation (DA)
devices and automated metering infrastructure (AMI) for
smart grid applications. Networks we design include
fiber for DA and AMI applications. For rural broadband
applications, the open access broadband networks we
design and deploy are distance learning, telemedicine,
VoIP, video, public safety NG 9-1-1, business to
business, and smart grid capable. BSI can perform
feasibility and deployment studies in communities, and
assist both public and private entities determine
eligibilities for funding via the NTIA, RUS, and DOE
under the 2009 ARRA, E-Rate, and other programs. BSI can
assist in the grant writing process including subscriber
projections, ROW acquisition, census tract data
analytics, community anchor institution involvement,
community involvement, negotiating pole joint use
agreements, tower site land use agreements, technical
papers, network design and engineering, narratives,
tower siting, slope testing, FAA and FCC permitting,
coordinating environmental studies, and more. For UG
plant installations in rural environments we employ a
combination of plow, directional bore and trench
installation methods for mainline and service wire in
order to deliver a well coordinated infrastructure
deployment and a timely ROI for our client. For long
haul we employ plow trains and large trenchers utilizing
a one pass method bringing
dynamic savings to our clients.
NETWORK SURVEY, DESIGN, CONSULTING AND ENGINEERING – For
both broadband and wind power, BSI outsources
engineering to respected third party vendors we have
been working jointly with for years. We perform the site
survey and project pre-engineering, in addition to
completing many of the drafting duties and base mapping.
We design LAN, WAN, SMATV, HFC, FTTH, FTTP, FTTC, SCADA,
Greenfield, Wireless, Telephone and other communications
networks using CADD, Lode Data, RF Designs and other
electronic network design programs. All designs are run
through our engineering partners for approval and
certification. This collaborative team effort also
provides permitting services; horizontal bore profiling
for city permitting, as built mapping services, grant
writing services, network technical consulting, general
construction consulting services and turnkey project
management, all of which can be outsourced, or self
performed by BSI.
RENEWABLE ENERGY - BSI installs wind farm underground
electrical collection grid, tower wiring, SCADA network
fiber, FAA lighting, substations, interconnect
switchyards, T-lines, overhead collection, foundation
conduits and grounding. We install solar collection
cables, inverters, solar cells and harnesses. We trench
34.5kV cables, fiber and neutral utilizing Rivard and
Vermeer trenchers, and utilize the one-pass trenching
technique when possible, and forward the savings to the
client through competitive pricing.
BSI provides engineering services through a respected
and established third party associate. BSI provides
cables, switches, capacitor banks, transformers,
junction boxes and all other materials needed to
complete the grid, tower wiring, FAA lighting, grounding
and SCADA network through a respected and established
third party vendor associate.
New to the renewable industry in 2009, BSI completed two
wind farm collection grid trenching projects, installing
500 MW of capacity in Texas by trenching over 350,000’
and placing over 1,750,000’ of cables.
NETWORK UPGRADE DEPARTMENT –A technical group
responsible for all the coaxial and fiber cable
splicing, bi-directional activation, OTDR, leakage
detection and other technical issues & skills needed for
the upgrading of the electronics and bandwidth expansion
of existing active coaxial, HFC, and other
telecommunications systems that are active and have
subscribers and end users already connected, whose
service must not be interrupted. BSI has become
recognized as the leader in this specialty service
offering. BSI has upgraded hundreds of networks and tens
of thousands of miles of plant since 1996. There are
dozens of types of upgrades, and BSI has experience
completing them all.
In 1996 and 1997, BSI assisted TCI in developing its new
bi-directional technology, field deployment procedures,
unity gain specifications and HFC architecture. We
assisted in solving many early problems relating to
noise on the reverse spectrum, and were an integral part
of a beta launch in Garland Texas as part of the
development program. The activation procedures and
specifications we developed became a standard that was
instituted for many years as networks around the globe
were upgraded to bi-directional capacity.
Each time a new technology needs to be deployed on a
network this Team alongside the proof of performance
technicians are the people who install it.
SWEEP, PROOF & PERFORMANCE DEPARTMENT – This is a BSI
technical group that is responsible for the testing and
certification of all new and upgraded telecommunications
systems, or testing systems in advance of upgrades to
determine the best practices and levels of technical
performance to be achieved in the upgrade. BSI utilizes Wavetek Stealth technologies for sweep testing (fine
tuning) networks to customer specifications. BSI
utilizes multi user transceivers, analyzers, and leakage
detection technologies as part of our network sweep and
certification program.
FLEET SERVICES – To minimize downtime on the projects,
we maintain a new 14-bay facility that is one of the
finest facilities in North Texas. The service center is
equipped with the latest in state of the art” diagnostic
equipment, lifts, repair equipment, machines and tools.
Our trained and experienced technicians to complete any
size job. The facility, its staff, and our providers and
vendors are capable handling any kind of repair, large
or small, retrofits, aerial lift unit exchanges, body
and bed installations, and auxiliary unit installations.
We repair and maintain construction equipment and
machines, directional bore rigs, trenchers, bucket
trucks, and many other pieces for our fleet, as well as
the fleets of companies such as Time Warner Cable, TX
DOT, Suddenlink Communications, and Union Pacific

EMERGENCY HURRICANE RESTORATION/STORM RESTORATION -
After Hurricanes Rita and Ike, BSI was onsite performing
storm assessment for clients before the wind calmed.
Initially, while repair crews are obtaining FEMA and
State permits for entry into affected zones and
deploying to the area, we deploy assessment teams and
report damaged plant at the daily “plan of the day”
(POD) meetings. Maps are red lined and work orders for
repairs are created.
All repair sites are monitored daily, as well as
coordination with electric crews and officials. As soon
as the poles are set, electric service is restored
clearing access to the lines, BSI crews move in without
delay and through coordinated efforts restore the plant
to new condition expeditiously.
This effort requires BSI to deploy over 100 linemen and
technicians within 48-72 hours of the storm. To
facilitate this huge effort, BSI logistics teams procure
motel rooms in advance of crew arrivals, and work with
motel management to power them by generator. We set up
temporary warehousing in the parking area utilizing
large military style tents. We deploy generator powered,
self contained and fully equipped mobile offices and
RV’s to the operations site.
BSI safety personnel are in the field with crews
constantly. 100% quality control is performed on all
work completed.
As-built maps are created for each day’s completions and
submitted at the following day’s POD meeting.
BSI has successfully utilized these same procedures many
times on a much smaller scale in response to ice storms
and tornados in TX, OK, KS, AR and LA.
